I am currently in Dublin. My last visit to Ireland was nearly a decade ago. At that time I was in Limerick and wrote about the status of the Irish language. Unfortunately, since then the language situation has not improved, with currently only around 2% of Irish reporting in the last census that they speak Irish as their main home language. On the other hand, there is an increase in the overall number of speakers of the language, although many have only a basic level of proficiency. That is due to the fact that Irish is a core subject in the primary school curriculum (in the Republic of Ireland, not in Northern Ireland). In Dublin, street signs and names of shops/restaurants are in both English and Irish, often with Irish given first. In fact, Dublin is one of the bright spots for Irish, with more than 50 Irish immersion schools (Gaelscoileanna). In the 2021 UNESCO’s Atlas of World Language Irish is listed as “definitely endangered” but it seems nonetheless to have a prominent presence in Ireland. As Welsh is in Wales, Irish is an important identity marker and source of pride in Ireland, a way to distinguish itself from England.

We were hoping to hear some traditional Irish music here and today went to the most famous pub in Dublin, the Temple Bar Pub, which advertises 24/7 music. We wanted to avoid the crowds so went there at 11 a.m. and sure enough there was music playing: a small band playing John Denver classics and other pop/rock songs – no Irish tunes. Tonight, the big news here in music is a concert happening near our hotel: Taylor Swift. Tickets are going for $1400 each – we will pass and try and again for a pub with Irish music.

Symbolic ethnicity or cultural appropriation?

Last night I attended a Karneval Fest (German version of Mardi Gras celebration, also called Fasching), sponsored by one of the local German social clubs, the Deutscher Sport Club Richmond. It was an interesting experience, with good German food and drink, music, and dancing. As is the case in Germany, there were also quite a few humorous talks, all given in German, in fact, often at least in part, in Rheinland dialect, as the most famous celebrations happen in cities along the Rhine, especially in Cologne and Mainz. These talks are called Büttenreden, meaning talks delivered on a vat or barrel (in dialect a Bütt). Judging from the paucity of laughs at punch lines, I am pretty sure the majority of attendees did not understand the jokes. That didn’t seem to bother anyone – the use of German contributed to the atmosphere, in the same way that the costumes, decorations, and the music did. Most of the folks there were enjoying playing at being German for the evening, just as most of them probably had done at the Richmond Oktoberfest.

I had another experience of what is sometimes called symbolic ethnicity today at a concert given by the Irish-American group, Cherish the Ladies. As this was held at noon, an Irish breakfast was served, with bangers and soda bread (however, no black or white pudding). The group consists of women from the US, Ireland and Scotland, but the featured ethnicity was definitely Irish, the source of almost all the songs (often written by members of the group inspired by visits to Ireland) and the jokes (many at the expense of the Scots). Just as we will next month on St. Patrick’s Day, we were all honorary Irish for the occasion.

In the US, assuming for fun and celebration a different ethnicity can be a tricky proposition. No one is likely to complain if a non-German wears Lederhose and a Bavarian hat to an Oktoberfest celebration. But donning a Native American costume for Halloween is considered inappropriate, an example of “cultural appropriation”. This month Is Black History month in the US, but it’s not likely any White Americans will honor African-Americans by wearing blackface. It may come down to the context in which the ethnic borrowing takes place, and the kind of portrayal used. Representing German ethnicity by wearing an SS uniform would be problematic, as would enacting an Irish identity by dressing as a starving potato farmer. It’s also the case that historically disadvantaged and mistreated groups, like American Indians and African-Americans deserve to by treated with dignity and respect by the mainstream culture, which oppressed them. There have been too many distorted and negative portrayals of those groups in the US media and culture for it too be ok to perpetuate the stereotypes.

One of the interesting aspects of both the German and the Irish events this week-end was the incorporation of women’s domestic work in a humorous or musical way. One of the talks at the Karneval Fest was given by a self-professed “Putzfrau” (cleaning lady), who brought along her mop and bucket. Two Irish sisters, preceding Cherish the Ladies (the Ganleys), did a “brush dance”, using ordinary brooms as props around which and with which they danced. Perhaps such evocations of an underprivileged class (women in domestic roles) is permissible in this instance because of the fact that both Irish-Americans and German-Americans have become part of the cultural mainstream. We White Americans can laugh at our own, confident, at least for now, in the maintenance of the power structure that provides white privilege, even for the least prestigious among us.

Irish in Ireland

Talk-IrishI’m in Limerick, Ireland for a conference and have just been watching Irish TV (RTE 1) which was broadcasting live a session from the Irish parliament, the Oireachtas, meeting in Dublin. The Members were giving condolence speeches following the death of 5 Irish students and one Irish-American in Berkeley, California, when a balcony in an apartment collapsed during a party celebrating a 21st birthday party. A couple of things struck me. One was the fact that a number of the members spoke in both English and Irish. Irish is the national and first official language of Ireland but it is spoken natively by only 5 to 10% of the population here. In certain areas within Ireland, there is a much higher percentage of speakers. But the members speaking in Irish were not all from those areas, and certainly not all, judging from their accents and hesitancy in speaking Irish, were native speakers of the language. In fact, Irish has been on the rise in recent years here, with a number of elite schools in Dublin offering immersive instruction in Irish. Traditional music sung in Irish is a booming industry. Similarly, in Wales, and Scotland, the Celtic languages there, namely Welsh and Gaelic, are thriving, which has long been the case in Wales. Unfortunately, the last native speaker of Manx, the Celtic language of the Isle of Man, died in 1974. But there have been substantial, and largely successful revival efforts. So, why were the Members of the Irish Parliament speaking Irish? I assume it’s because Irish has such a strong symbolic and national significance in Ireland, as an important aspect of Irish identity. Given that, it’s no surprise that politicians here would find it important, especially at a time of national tragedy, to speak Irish as a gesture of solidarity.

Another thing that surprised me in the TV coverage of the tragedy in Berkeley was the mention of “J1” visas, the work-exchange visas the Irish students were on. This came up incidentally by Members and others interviewed without any explanation of what a J1 visa is. Apparently, it is so common for Irish college students to go to the US to work or study in the summer (especially in the Bay area of California) that no explanation for Irish viewers was needed. In fact, the Irish Ambassador, talking about the tragedy, mentioned how sad it was that this had happened “at the beginning of the season”, namely the season of Irish students going over to the US. Of course, there is a long tradition of the Irish coming to the US, including the mass migration during the potato famine of the 19th century. During the session of the Parliament, there was mention of the “Minister for the Diaspora”. That there is such a minister in the Irish government is a telling statement of how many Irish and their descendants live outside the island.

The brings me around to another language note, namely the use of the term “Plastic Paddy”, to refer pejoratively to those outside Ireland claiming (unjustly or not) to be Irish, but not having any real knowledge of or experience with actual Irish culture. Paddy is a diminutive form of Padraic (“Patrick”). According to Wikipedia, “This is a reaction to and defiance of the diaspora-based celebration and increasing commercialisation and sponsorship of St. Patrick’s Day as being demeaning to the Irish. It can also be used in a derogative term for Irish people who support English football teams; while Irish journalists have used the term to characterise Irish bars in Sydney as inauthentic and with the ‘minimum of plastic paddy trimmings’.” This identification with a group to which one has only a tenuous relationship is sometimes called “symbolic ethnicity”. It brings to mind something else in the news recently, namely the controversy around the white woman, Rachel Dolezal, who headed up a local branch of the NAACP, and who identified herself as African-American. I’ll save that for a later post.

Gaelic unites

gaelicsignsAPRecent story in the Atlantic about the interest in the Irish language, a Celtic language, also called Irish Gaelic (as distinct from Scottish Gaelic) in Northern Ireland, the majority Protestant region of Ireland that is part of the UK, separate from the majority Catholic Republic of Ireland.  The Irish language has long played an important cultural role in the Republic, but not so traditionally in the North, where it has often been associated with the Catholic South. Now efforts are underway to try to use the Irish language as a way to bring Protestant Republicans and Catholic Unionists in Northern Ireland together.  There are still smoldering feelings of resentment and injustice there, going back to the “Troubles”, the 40-year violent confrontation between the two sides over the political future of Northern Ireland.

One of the surprising facts about Irish is the role that Protestants played in keeping the language alive at a time when its continued existence was threatened. This is a fact that Linda Ervine, a Protestant helping to organize Irish language classes in Belfast, the capital of Northern Ireland, uses to recruit fellow Protestants:

 “The language was almost lost by the end of the 19th century because Irish became associated with poverty and Catholicism (particularly during the potato famine, which hit the poor the hardest). During the famine, about 3 million Irish emigrated. But what few Protestants in the neighborhood know, Ervine says, is that Irish, or Gaelic, was saved by a small group of Presbyterians, many of whom were steadfast loyalists.”

 The interest in Irish in the North corresponds to an initiative there called Líofa 2015, or “fluent” 2015, which seeks to promote Irish as a means of reconciliation through interest in a common cultural heritage. It’s not only in Ireland that languages which seemed destined to die out as living languages have been revived and used as a way to bring groups together.  The role that Hebrew has played in shaping modern Israel is perhaps the best-known example.  In the U.S. Native Indian tribes such as the Navajo are emphasizing the importance of learning their language as a way of cementing cultural identity.
